Emergency Services Director/Trauma Program Manager

The Emergency Services Director/Trauma Program Manager oversees a team of nursing staff providing excellent patient care. Manages and supervises the Emergency Department and Trauma Services including the services it provides to assure optimal standards of patient care and nursing practice.  Educates and performs staff development for the Emergency Department, Trauma Program, and the Hospital District as needed. Evaluates and develops Emergency Department and Trauma Program policies, procedures, and practices. Assures the Emergency Department and Trauma Program staff comply with Federal and State requirements for quality of patient care and optimum utilization.

The Emergency Services Director/Trauma Program Manager is responsible for overseeing all the patient care functions in the Emergency Department and within the Trauma Program rules. These responsibilities include the Emergency Department/Trauma Program nursing unit inpatients and outpatients. The Director of Emergency Services/Trauma Services is responsible for developing and overseeing patient care in a manner consistent with quality and patient care standards, in compliance with professional practice standards, in accordance with state and federal regulations, and in accordance with organizational policies and procedures. Trauma Program Manager promotes trauma care through clinical activities, professional and public education and quality improvement activities. Acts as a resource for all patient care concerning emergency room, outpatient therapy, and trauma patients. Functions as liaison for trauma care by maintaining effective lines of communications with all parties concerned. Responsible for communication and participation in all Trauma Service B Regional Advisory Council requirements as well as all Texas Department of Health and State services requirements and meetings.

  • Responsible for planning, organizing and directing the overall operations of the Emergency Services Department and all aspects of the Trauma Program.
  • Assists with the developing and maintenance of nursing practice that is consistent with the Nurse Practice Act for the State of Texas.
  • Confers with the CNO and other Nursing Administration members to establish standards of patient care and to describe and evaluate the overall delivery of patient care.
  • Assists with the monitoring and adjustment of patient’s environments and needs to assure they are safe, therapeutic, and conducive to the recovery or comfort.
  • Knows and practices the prescribed philosophy, purpose, policies, and standards of Clinical/Patient Care Services.
  • Assists in the coordination of nursing care for Emergency Services Department on all shifts and acts as a consultant to the staff. Assist in the coordination of nursing care for Trauma Services on all shifts and for each department involved in trauma services and care.     
  • Ensures that cordial relationships are maintained with physicians, staff, patients, their families and friends, clergy, and other interested groups in the community.    
  • Assumes a primary role in emergency situations, cardiac arrests, trauma patients, when help is needed in the Emergency Department, and directs personnel as needed.
  • Functions as a nursing resource for hospital personnel, Medical Staff, and outside agencies.                 
  • Assist with the management of the Quality Assurance Program of the Department. This includes auditing trauma charts for documentation and patient care within the standard of care and guidelines by the ATS and state Trauma designation rules. 
  • Development of department policies, procedures, and practices consistent with the hospital policies. As well as assisting with the implementation, review, and compliance evaluation of policies and procedures within the Emergency Services Department and Trauma Program.  
  • Prepares and presents education sessions and materials for medical staff members and the hospital staff.
  • Assists with scheduling and the development of staffing patterns and staffing assessment.                                     
  • Assist in training and evaluating employees and hospital personnel as directed by the CNO or CEO. 
  • Provides staff training and skills evaluations for Emergency Department staff and all Trauma Services departments.                               
  • Assists with department budget preparation and monitors the utilization of approved budgeted resources including maintaining staffing patterns, supplies usage, productivity, and processes within budget guidelines.
  • Makes recommendations for purchases of supplies and equipment to support department operations.
  • Participates in the Nursing Administration Call schedule. This includes answering calls and texts messages, providing guidance, working as staffing when needed, providing callback, and doing so within the call schedule guidelines of answering calls when they occur, returning text messages quickly and 30-minute timeframe for presenting to facility when needed.
  • Participate in the Disaster and Safety committees and activities. 
  • Manage the trauma program including but not limited to all state requirements, rules, and guidelines.   Ensuring the district is operating under requirements, rules, and guidelines to maintain Trauma Certification.
  • Maintaining Trauma Designation with Texas Department of Health and Human Services.
  • Assisting in the Emergency Department when needed for Emergency department staffing or patient care assistance.  
  • Participate in community outreach and education.
  • Other job duties as assigned.

Professional Education Requirements

  • Bachelor’s degree in nursing required
  • Preferred minimum of 5 years Emergency Services Experience
  • Preferred minimum of 2 years in nursing leadership
  • Current Texas RN license required
  • TNCC required
  • TOPICS required
  • BLS, ACLS, PALS or their equivalent.

Supervisory Responsibility

This position manages all employees, activities, productivity, and processes in the Emergency Services Department.

This position is responsible for all Trauma Program aspects including the emergency department staff and all multidisciplinary departments in trauma situations.
