Maegen Garner, MBA, BSN, RN
Chief Operations Officer
Maegen has been with the Seminole Hospital District since August 2016. She is responsible for the planning, staffing, budgeting and operations of all clinical departments, ensuring consistent, high quality patient care. This responsibility includes managing quality, risk management, infection control and patient care standards. Prior to assuming this role, Maegen was the Chief, Medical Informatics Officer and Privacy Officer for the District; ensuring the District has a data platform for compiling relevant patient care outcomes, financial reporting, and federal and state compliance. Maegen has been a Surgery Registered Nurse at Yoakum County Hospital. She holds a Bachelor of Science degree in Nursing from Texas Tech University and has been a Registered Nurse since 2010. Maegen volunteered as an Emergency Medical Technician during hurricane Katrina in 2005, and volunteered to triage evacuees from nursing facilities during hurricane Rita in 2005.
Dr. Wendell Parkey
Chief Medical Officer
Wendell Parkey, MD graduated with a bachelor of science from Texas Tech University and earned his Doctorate of Medicine at Texas Tech University Health Science Center. He then completed his residency in in obstetrics and gynecology at the world-renowned Parkland Memorial Hospital in Dallas, Texas, where the well-respected medical textbook Williams Obstetrics was authored. Dr. Parkey has practiced medicine for over twenty years and currently serves as Clinic Director for Seminole Family Medical and Chief of Staff for Seminole Memorial Hospital.
In 2014, Dr. Parkey received the Patients’ Choice Award and Compassionate Doctor Recognition, awarded by Top Doctors™. Dr. Parkey is active in several professional organizations, including the American Medical Association, the Texas Medical Association, and the American College of Obstetricians and Gynecologists.
Raising seven children between him and his wife, Dr. Parkey knows how important it is that each patient be treated like a member of his own family, including speaking with a patient in fluent Spanish or German if that makes her more comfortable. He is committed to being accessible to his patients.
When not seeing patients, you can find Dr. Parkey running his children from one sports event to the next, or volunteering with his church and the Seminole Lion’s Club.
Tonya Guffey, BSN, RN Chief Nursing Officer
Tonya brings over 20 years of experience in nursing leadership. She has a Bachelor of Science Degree in Nursing as well as being a Certified Chief Nursing Officer. Her focus on quality improvement, patient safety, and being an advocate for her staff demonstrates her exceptional leadership.
Tonya has served the district for over 30 years in many aspects of patient care and administration. She began her career in healthcare as an EMS Volunteer, serving as an officer for the Volunteer Association. Tonya then began her nursing career as a bedside nurse, advancing to nursing administration and finally to Chief Nursing Officer. A few of her proudest accomplishments include building a successful Level IV trauma program and serving as an Executive and Chair of the TSA B Regional Advisory Council for over 20 years.
As the Chief Nursing Officer, Tonya’s responsibilities include ensuring safe, high-quality patient care and the overall success of the nursing department. She fulfills this role utilizing strategy, ensuring fiscal responsibility, leading by example, and advocating not only for the patients but her nursing staff.
Dean Otey Chief Financial Officer
Dean joined Seminole Hospital District in January 2025. He is responsible for the business office including billing, medical records, accounting, and materials management. Dean has over 30 years of experience in hospitals, clinics, and nursing homes as Chief Financial Officer (CFO), business office manager, and consultant. He most recently was the CFO in a small hospital system with 3 hospitals and 33 rural health clinics in 3 states. In 2001, he started working with critical access hospitals in Alaska as a cost report preparer, interim business office manager and interim CFO. He also worked as the Audit Manager for State of Arizona Medicaid in Public Schools program where he was responsible for auditing the claims submitted to Medicaid. He is looking forward to becoming more acquainted with the Seminole community and building his home here.
